Staffing

PhotoTo provide the best service possible to the people of Hong Kong, our policy is to keep the Land Registry's manpower resources flexible. This flexibility comes from our ability to employ civil servants as well as non-civil service contract (NCSC) staff. Civil servants form the core staff of the Registry to ensure stability in the organization and quality of service to customers. NCSC staff are employed to supplement the core staff thus enabling us to use its staff resources to respond to changes in operational or business needs in the most cost-effective manner. As at 31 March 2007, the Land Registry employed 459 permanent staff and 107 NCSC staff. We review our staffing position and adjust the number of NCSC staff regularly to meet operational needs.
