(B) Search of Land Records

Land records are maintained by the Land Registry primarily for the purpose of facilitating property transactions. In every land transaction, it is important to ascertain who is the registered owner of the property in question and what incumbrances, if any, are registered against it. The required information can be obtained by conducting land search.

(I) Modes of Search

  1. Counter Search and Self-service Search
    • At the Land Registry's Customer Centre at Queensway and the Search Offices in the New Territories (NTSOs), customers can conduct search of land registers and place orders for imaged land documents for properties anywhere in the territory through our Counter Search and Self-service Search services.
    • An Inspection service of original Government Leases and Block Government Leases is available by appointment.
  2. IRIS Online Services
    • The IRIS Online Services provides users with a full range of search services through the Internet.
    • The IRIS Online Services will be available in two forms: on Ad Hoc Basis and Subscription Basis.
    • There are two versions of the IRIS Online Services: desktop version and mobile version. Both versions are accessed by browsers and the mobile version is customized and best viewed for smartphones and mobile devices running iOS and Android platforms.  Please click here for more information on the Mobile Version.
    • Customers can make use of the IRIS Online Services to place orders on-line for copies of land records. For the desktop version, the delivery methods to receive copies of land records are view by browser, by download, by email, by fax, by mail and by collection over counters. For the mobile version, user can choose delivery methods of view by browser and by email for receiving plain copies of land records. Delivery methods may differ depending on the Order Type, Nature, Colouring, File Size or No. of Pages, etc.

(II) Types of Land Records

  1. Land Register
    • A register showing the ownership particulars of each property and any incumbrances registered against the property, e.g. Legal Charge, Release, Agreement for Sale and Purchase, Court Order, etc.
  2. Memorial
    • The form specified by the Land Registrar for registration which contains the essential particulars of the accompanying deed lodged for registration.
  3. Memorial Day Book
    • A record of all the Memorials lodged for registration each day with the essential particulars of each Memorial.
  4. Government Lease
    • A lease of land granted by the Government including any instrument whereby the term of the lease may have been extended or the provisions thereof varied, and any agreement for a Government Lease such as New Grant, Conditions of Sale, Grant, Exchange, etc.
  5. Block Government Lease
    • A lease issued for a Demarcation District/Survey District or a block of lots. It contains the lease conditions and a schedule showing the name of owner, area, class and annual rent of each lot.

(N.B.) All Land Registers have been computerized and all land documents such as Memorials, Government Leases and Block Government Leases have been imaged.

(III) Types of Searches

To search a land record is to inspect or obtain a copy of the land record or to do both. Depending on the mode in which the record concerned is kept, a search produces :

  1. Computerized Land Register
    A computer printout in A4 size which is a copy of the information contained in the Land Register of the property concerned.
  2. Imaged Document
    A hard copy of an imaged document in A4 size with its master record kept as electronic images in optical disk.
  3. Land Records in Paper Form
    The paper record for inspection and copying, if required.

In addition to the computerized Land Register, customers are advised to check also the Unposted Memorial List by using the Integrated Registration Information System (IRIS) Online Services via Internet or the Self-service terminals installed at the Customer Centre and the NTSOs to find out if there are any deeds lodged for registration but for one reason or another entries of the same have not yet been made in the Land Register.


(IV) Procedures for Conducting Counter Searches and Self-service Searches
  1. Search of Computerized Land Registers and Request for Copies of Imaged Documents
     

    (1)

    All search counters at the Land Registry's Customer Centre and NTSOs provide one-stop Counter Search and Self-service Search services for computerized Land Registers and copies of imaged documents.

     

    (2)

    Customers are required to provide the following information and other requirements e.g. plain or certified copy, coloured plans, etc. to any Search Counter or enter the information at a Self-service Search terminal:

    Type of Land Record Information to be provided
    Land Register Address / Lot number / Property Reference Number (PRN)
    Memorial Memorial Number
    Government Lease / Block Government Lease Lot Type and / or Lot Number
    Conditions of Grant / Sale / Exchange / New Grant, etc. Conditions Number / New Grant Number
     

    (3)

    If the requested records are found, pay statements will be generated. Customers should check if the details of their requests are correctly shown on the pay statements.

     

    (4)

    Customers can settle the payment by one of the following methods: Cash, Cheque, EPS, Credit Card (VISA or MasterCard) (for Counter Search) or Credit Card (VISA or MasterCard), PPS by Internet and Octopus (for Self-service Search). Customer payment receipts will be generated for retention.

     

    (5)

    The requested records will, in most cases, be printed from the printers at the Search Counters and the Self-service terminals. However, in some cases, e.g. requests for certified copies, the records will be printed by printers at the back office. For the latter cases, customers will be notified of when the requested records will be available for collection. Customers will need to present the customer payment receipts for collection of the requested records.



  2. Inspection of Original Land Documents
    The following land documents are available for inspection by appointment with our search staff at the Customer Centre or any of the NTSOs.
    • Government Leases including Conditions and New Grants
    • Block Government Leases


    1. Customers are required to fill in with the following information:
      Type of Land Record Information Required
      Government Lease Demarcation District/Survey District Number and the Lot Number of the property concerned or Conditions/New Grant Number
      Block Government Lease Demarcation District/Survey District Number or lot description of the Block Government Lease
    2. If the requested records are available, customers will be informed to go to our Land Registry Archive located at Sha Tin for payment and inspection. Customers can settle payment with one of the following payment methods: Cash, Cheque, EPS and Credit Card (Visa or MasterCard). Customer payment receipts will be generated for retention. Customers shall keep the receipts as they will be held responsible for the land records supplied for inspection.
    3. Inspection of land records should be conducted in the specified area of our office. Customers must NOT take the land records outside, cause any damage to them, or make any alteration thereon, otherwise they will be committing an offence punishable by imprisonment. After inspection, customers shall return the land records intact to our staff.


  3. Inspection of Memorial Day Book and Copy of an Entry in a Memorial Day Book
    1. (i) For Memorial Day Book dated 12 February 2005 or after, information of the same may only be obtained through using our Self-service terminals installed at our Customer Centre at Queensway and all our NTSOs. Customers requiring Memorial Day Book information may go to any of the above offices to obtain the service.

      (ii) There are online screen instructions to guide the customers through the search. If customers have any difficulties in using the service, our staff nearby can offer assistance.

    2. (i) For Memorial Day Book dated prior to 12 February 2005,customers shall go to the following offices to obtain a copy of the stopped deed in a Memorial Day Book:
      Office Related Districts
      Queensway Customer Centre Hong Kong, Kowloon and Islands districts
      Tai Po Search Office North, Sai Kung, Sha Tin and Tai Po districts
      Tsuen Wan Search Office Tsuen Wan and Tuen Mun districts
      Yuen Long Search Office Yuen Long district

      (ii) Customers shall complete and submit a request form to our staff at the Search Counter.

      (iii) Customers may settle payment at the search counter with one of the following payment methods: Cash, Cheque, EPS and Credit Card (Visa or MasterCard). A customer payment receipt will be generated for the customer's retention.

(VI) IRIS Online Services

  1. Introduction
    The Integrated Registration Information System (IRIS) is the electronic platform developed by the Land Registry to provide enhanced services. The IRIS Online Services provides users with a full range of search services through the Internet. Anyone will be able to access the IRIS Online Services at http://www.iris.gov.hk or through the hyperlinks at this website. For users with smartphones or mobile devices, they can access to the website of the mobile version via the same website of the desktop version (www.iris.gov.hk) through the browser of smartphones or mobile devices. The system will then redirect users to the mobile version.

    The IRIS Online Services will be available in two forms as follows:

    1. On Ad Hoc Basis

      The ad hoc users can access the IRIS Online Services on a need basis. Online payment of service fees by VISA, MasterCard and PPS (for the desktop version) or VISA and MasterCard (for the mobile version) will be accepted to enable searches to be completed anywhere you have access to the Internet;

    2. On Subscription Basis

      Frequent users can use the IRIS Online Services on a subscription basis which offers monthly autopay arrangement, monthly transaction listing by account and other special features. However, subscriber has to pay to the Land Registry the following fees and deposit for each account:

      • application fee (HK$1,000)
      • fee for Supplementary Login IDs (HK$500 each)
      • deposit #(minimum HK$500)

      (#Note: The deposit serves as a guarantee to the Land Registry that fees of services rendered to the subscribers through the IRIS Online Services can be recovered. The amount of initial deposit payable will be worked out by the Land Registry with reference to the monthly search volume estimated by the subscriber. The deposit is calculated on subscriber's 2-month usage, the minimum amount payable being HK$500.)

  3. Services Provided
    1. Search of Land Register
      • Information on "current" particulars or "historical and current" particulars of a property including documents pending registration.
      • Nature: Plain copy and Certified copy (for the desktop version)

    2. Search of Unposted Memorial Information
      • Documents which are lodged for registration but, for one reason or another, cannot be posted to the land register, are shown in the Unposted Memorial List with their brief information (Lot Number, Address, Memorial No., Nature of Instrument and Date of Delivery)
      • Users can select to search any unposted memorial in the Unposted Memorial List. Additional information such as date of instrument, consideration, share of the lot, name of the lodging party, etc. in respect of the selected unposted memorial will be shown.
    3. Ordering of Land Documents
      • Type of Documents: Imaged copies of memorial, Government Lease, New Grant, Conditions and Block Government Lease
      • Type of Copies: Plain Copy and Certified Copy (for the desktop version)
          Plain Copy (for the mobile version)
    4. Enquiry of Search / Order Status
      • Subscribers can enquire search order status by transaction number, order number, order with Property Reference number, and order creation date and status.
      • Ad hoc users can enquire search/order status by payment transaction number and order number. If using mobile version, ad hoc users can use "Local Order List" function to enquire order details for orders which are placed in the same browser of the same smartphone or mobile device within 62 days.
    5. Enquiry of Subscriber Account Information
      • For the desktop version, subscribers can enquire the account balance, current statement, previous monthly statement and statement by date range.
      • For the mobile version, subscribers can view the account balance after successful log-in (but excluding enquiry on current statement, previous monthly statement and statement by date range).
    6. Online Help
      • Online help with step-by-step guidance is available.

(VII) Computerised Memorial Day Book

  1. Memorial Day Book (MDB) data files

    The Memorial Day Book (MDB) data files contain essential property transaction information extracted from the instruments lodged for registration each day such as nature of instrument, date of instrument, lot and address of property, consideration, etc. The information is particularly useful for property market analysis, valuation and research purposes.

    Hardware and software configuration
    • Subscribers are required to acquire their own computer equipment, software and skills for reading the data files.
    Charges
    • Application fee is HK$500
    • Subscription fee is HK$15,000/month
    • Subscription is on a 6-month or 12-month basis.
    Delivery of the MDB data files
    • Free e-mail delivery daily (except local time Saturdays, Sundays and public holidays)

  2. Memorial Day Book (MDB) on CD-ROM

    The Memorial Day Book (MDB) on CD-ROM contains essential property transaction information extracted from the instruments lodged for registration each day within a calendar year such as nature of instrument, date of instrument, lot and address of property, consideration, etc. The information is particularly useful for property market analysis, valuation and research purposes. The CD-ROMs which cover the MDB particulars for the years from 1996 to 2013 (with each year's data on a single CD-ROM) are now available for sale.

    Hardware and software configuration
    • Purchasers are required to acquire their own computer equipment, software and skills for reading the data files.
    Charges
    • HK$2,000 per set of CD-ROM.
    Delivery of CD-ROM
    • Free courier delivery for local purchases within 14 working days from receipt of the purchase order. Postage will be charged where delivery outside Hong Kong is required.

(VIII) Monthly Memorial Information on Mortgage Transactions (MMIM)

The Monthly Memorial Information on Mortgage Transactions (MMIM) data files contain essential memorial information extracted from documents related to mortgage transactions and lodged for registration within a month. The information includes nature and date of instrument, lot number, address of property and consideration and name of mortgagee (if the mortgagee is not an individual) etc. The information is particularly useful for property market analysis and research purposes.

Hardware and software configuration
  • Subscribers are required to acquire their own computer equipment, software and skills for reading the data files.
Charges
  • Application fee is HK$500
  • Subscription fee is HK$4,000/month
  • Subscription is on a 6-month or 12-month basis.

  • Free e-mail delivery within 4 working days excluding local time Saturdays at the beginning of the month for local purchases.

(IX) Publication of Street Index and New Territories Lot/Address Cross Reference Table

  1. The Index of Streets, House Numbers and Lots in Hong Kong, Kowloon and New Kowloon ("the Street Index") is published by the Land Registry with the primary objective of correlating property addresses with the corresponding lot numbers so as to facilitate land searches in Urban area.
  2. The New Territories Lot/Address Cross Reference Table ("the CRT") is published by the Land Registry with the primary objective of correlating available property addresses and buildings with the corresponding lot numbers so as to facilitate land searches of properties in the New Territories.
  3. The Street Index and CRT are updated and released for sale as a new edition annually.
  4. The 46th edition of the Street Index and 15th edition of the CRT on compact disc and licences are now available for sale. The price per compact disc is $250. The licence fee for a computer network linked to less than 50 terminals and a computer network linked to 50 terminals or more is $2,000 and $4,000 respectively. Online versions of the Street Index and CRT are also available for free browsing.
  5. Purchasers are required to fill in order forms which are available at the Customer Centre and the New Territories Search Offices. The forms can be downloaded here.
  6. The old editions of the Street Index from the 31st to 45th editions published between 1999 and 2013 and CRT from the 1st to 14th editions published between 2000 and 2013 on compact disc are still available for sale. The price for the 31st to 34th editions of the Street Index and 1st to 3rd editions of the CRT per compact disc is $300. The 35th to 45th editions of the Street Index and 4th to 14th editions of the CRT per compact disc costs $250.
  7. The Land Registry is also in possession of the 24th to 30th editions of the Street Index in bound volume published in 1936, 1938, 1956, 1961, 1967, 1977 and 1987 respectively. They are available for free inspection at the Customer Centre. Photocopying is subject to a fee.
