General

Q1: What is E-Memorial Form?
A:

It is an electronic template of the memorial form for registration of instrument with the Land Registry. The e-Memorial Form, which is available for download on Land Registry's website free-of-charge, can be saved into one's computer for direct input of memorial particulars. The following two versions of e-Memorial Form equipped with different functions are available for use:

(a) Enhanced e-Memorial Form with Auto-fill Function (Internet Connection Required)
After user enters a Property Reference Number and clicks a button, the program will retrieve the corresponding address, undivided shares (of subdivision registers only) and lot number(s) from Integrated Registration Information System (IRIS) Online Services and auto-fill the information in the e-Memorial Form for user¡¦s checking.

(b) e-Memorial Form (Data Import)
The e-Memorial Form (Data Import) is specifically designed to support Excel worksheets. Multiple memorial forms can be prepared in one go by importing memorial data from an Excel worksheet. To facilitate user in preparing the memorial data, an Excel file containing a blank template (embedded with simple checking function) and guidance notes, is also available for free downloading and use.

After filling up the particulars, the memorial form has to be printed out and certified for lodging with the Land Registry. Like the printed form, each printed copy of the e-Memorial Form has a unique serial number and a corresponding barcode at the lower part of the form for identification purpose. Blank memorial forms should not be printed out and then photocopied since such copies will all contain the same serial number.

A: The use of e-Memorial Form has the following advantages:

(a) Once downloaded, the saved templates can be used repeatedly.

(b) Embedded on-screen guidance notes, simple validation rules and spell check on every field help reduce the possibility of "stopped deeds".

(c) Local save function for saving completed/partially completed forms in users' computers for follow-up action and record keeping.

(d) Designed with pre-set fillable and printable format so that the printable area requires no adjustment for printing on A4 size paper.

(e) The e-Memorial Form is free-of-charge while the pre-printed memorial form is charged with $15 per 100 sheets.

(f) The enhanced e-Memorial Form with an auto-fill function, together with built-in selection lists providing common descriptions/categories of nature of instrument, consideration, identification document and capacity, help save input effort and improve accuracy.

(g) The e-Memorial Form (Data Import) enables bulk input of memorial data and generation of multiple memorial forms in one go, thus saving input effort and time.

 
Q6: Will the pre-printed memorial forms cease for sale in future?
A: We have no plan to cease the sale of the pre-printed memorial forms at present.
 
Q7: When will the old version of e-Memorial Form be ceased for use?
A: The 2009 version of e-Memorial Form (released on 10 July 2009), which has been installed in user's computer, can continue to be used for the time being. Users, however, are strongly recommended to download and install the enhanced version of e-Memorial Form and the e-Memorial Form (Data Import) to enjoy the benefits offered by the Forms.
 
Q8: Is there any option of e-submission of the e-Memorial Form to the Land Registry electronically?
A: The e-Memorial Form should be printed out after data input and the hard copy should be verified in accordance with Regulation 7 of the Land Registration Regulations before it is lodged for registration with instruments like the pre-printed form. The Land Registration Ordinance is at present exempted from the Electronic Transactions Ordinance. For details, please refer to the "Electronic Services".
 
Q9: Can I change the font size and/or font type in a particular field of the e-Memorial Form?
A:

The font size and/or font type selected will be applied to all fields in the enhanced e-Memorial Form.

For the e-Memorial Form (Data Import), you may change the font type of individual memorial form and all the memorial forms of the selected range by selecting the relevant functions on the respective form and the control page respectively.

 
Q10: If an e-Memorial Form has been withheld from registration, do I have to submit a fresh form so that all amendments are updated on a new 2D barcode for returning to the Land Registry for registration?
A: You can simply amend the particulars on the original e-Memorial Form rather than submitting a fresh copy of the form.
 
Q11: If I need to input quite a large amount of data and it is expected that the pre-set space of the form will not be sufficient when the e-Memorial Form is printed out, do I need to take any special steps to input the data?
A: No. Supplementary sheet(s) with inputted particulars will be generated automatically when the e-Memorial Form is printed out if the space provided is insufficient. For the fields of "Date of Instrument (text field)", "Memorial Number of Transaction Satisfied" and "Stamp Duty", you can specify particulars with cross referencing on a separate sheet and have it stapled onto the form.
 
Q12: Can I use my own supplementary sheet(s) as attachment to memorials instead of the one(s) generated by the e-Memorial Form program?
A: You are recommended to use the supplementary sheet(s) generated by the e-Memorial Form program as far as possible as we have printed page number for each page of that memorial form. Also, the key particulars entered on the e-Memorial Form can be captured in the 2D barcode.
 
Q13: Can we use other software template such as Word/Excel to merge with the e-Memorial Form?
A:

For the enhanced e-Memorial Form, if you have a list of Property Reference Numbers ("PRNs") in Word/Excel format, you can copy and paste the list to the PRN text field and click the "¡¿" button on the screen for converting the PRNs in table form on the PRN field.

For the e-Memorial Form (Data Import), it is specifically designed to support Excel worksheets. Multiple memorial forms can be prepared in one go by importing memorial data from the Excel file. To facilitate user in preparing the memorial data, an Excel file containing a blank template (embedded with simple checking function) and guidance notes, is also available for free downloading and use. Q14: Can I print a blank e-Memorial Form out and make several photocopies for lodging different instruments to the Land Registry?
A: No. Each printed copy of e-Memorial Form will carry a unique serial number for identifying the form. Lodging different instruments with the memorials bearing the same serial number will cause delay in lodging the instruments with us.
 
Q15: Can I adjust the size of e-Memorial Form on the printed copy?
A: For printing the form, please ensure you have chosen to print the form on an A4 paper and the printing option to "fit to printable area" before printing. Any adjustment on the size of the e-Memorial Form might result in the printing of unidentifiable serial number barcode or incomplete serial number. The deed lodgement process would then be adversely affected.
 
Q16: The serial number barcode and/or serial number printed on the e-Memorial Form is distorted and/or incomplete. What can I do?
A: Please refer to the answer of Q.15 under "General". Please print a fresh copy of e-Memorial Form after resetting the printer. Any e-Memorial Form with distorted serial number barcode and/or incomplete serial number should not be lodged with the Land Registry for registration.
 
Q17: Will the e-Memorial Form bear the same serial number if the form has been saved and retrieved for data amendment before printing?
A: The serial number of each printed copy of the e-Memorial Form is assigned according to the printing time rather than the time of saving the form. No matter whether there is any amendment on the saved e-Memorial Form, a new and unique serial number will only be assigned to each printed copy of the e-Memorial Form at the time of printing.
 
Q18: Can I use the embedded printing function of Adobe Reader for printing the e-Memorial Form?
A: No, please do not use the embedded printing function of Adobe Reader. Please click the "Print" button on the upper or lower right corner on the input screen of the e-Memorial Form, and the "Print Memorial Form(s)" button on the control page of e-Memorial Form (Data Import) for printing of a proper form with serial number and 2D barcode.
 
Q19: I note that the parties' details field on the input screen is provided with a number of selection lists. Do I have to use all the selection lists for filling in every item of the parties' details field?
A: The selection lists provided for parties' details fields on input screen are to cater for instruments of different natures as far as possible. Please make reference to the Land Registration Regulations in filling up the particulars required on the memorial form.
 
Q20: Can I input all the parties' particulars in one and the same row in the parties' details field of e-Memorial Form input screen?
A: For clearer presentation on the printed copy of e-Memorial Form, please input one party's particulars in one and the same row in the parties' details field. Please click "+" button to add a new row for entering particulars of another party and so on.
 
Q21: For any errors spotted on the printed copy of e-Memorial Form, can I simply amend the same on the memorial form directly or do I need to print a fresh copy of the e-Memorial Form with all particulars amended for registration?
A: If any amendment is required after printing, please amend the information on the e-Memorial Form input screen and then print a fresh copy of the form for registration. By doing so, the data captured in the 2D barcode would be consistent as those shown on the printed copy of e-Memorial Form.
 
Q22: Why should I install Adobe Reader Korean Font Pack in filling the e-Memorial Form?
A: In accordance with the technical requirements specified by the software supplier of Adobe Reader, installation of corresponding Adobe Reader Korean Font Pack is necessary for the proper operation of the e-Memorial Form.
 
Q23: Why should I add the e-Memorial Form to the trusted list of Adobe Reader before using the e-Memorial Form the first time? What can I do?
A: In accordance with the security requirements of Adobe Reader, only files and folders that have been trusted can be exempted from the enhanced security's restrictions of Adobe Reader. As such, you are required to add the e-Memorial Form to the trusted list of Adobe Reader before you can use the form the first time. You can follow the step-by-step procedure here to add the e-Memorial Form to the trusted list of Adobe Reader.
 
Q24: Do I have to download the e-Memorial Form every time to obtain a unique serial number for each new memorial form?
A: You only need to download and save the e-Memorial Form once for every personal computer. Once downloaded, the template can be used to prepare for any number of memorials. The e-Memorial Form will automatically generate a unique serial number and a corresponding barcode when each form is printed.

Auto-fill Function of Address, Undivided Shares (of Subdivision Registers only) and Lot Number (Internet Connection Required)

Q1: The address/undivided shares/lot information cannot be retrieved from the IRIS Online Services ("IRIS") and auto-filled in the e-Memorial Form. Why and what should I do?
A:

It may be caused by the following problem(s). Please check and fix the problem(s) before using the auto-fill function again.

Please also ensure that the workstation requirements as specified in Q2 under "General" have been complied with before using the e-Memorial Form.

  Error Message Solution
(a) The workstation is unable to connect to IRIS. Check the Internet connection or use a workstation that is connected to IRIS.
(b) The security certificate of IRIS has not been properly installed on the workstation. You should install the security certificates of IRIS in your workstation before retrieving the address/undivided shares/lot information from IRIS. Normally, the certificates will be automatically installed by Microsoft Windows when you access IRIS. You can check if the security certificates have been installed by accessing the IRIS website (www.iris.gov.hk). If you see a blocking page warning you about a problem with the security certificates, please run Windows Update so as to install the certificates to the Internet Explorer.
(c) You have refused to trust the connection to IRIS in the "Security Warning" message box of Adobe Reader. Trust the connection to IRIS by selecting "Allow (A)" in the security warning message box. You may also remember this action by ticking the relevant box so that the message will not be prompted again the next time.
(d) Enhanced security is enabled in your Adobe Reader and you have not yet added the e-Memorial Form to the trusted list. The enhanced security feature in Adobe Reader may block your workstation from retrieving the address/undivided shares/lot information from IRIS. To enable access to IRIS and use the auto-fill function, please follow the procedure here to add the e-Memorial Form to the trusted list of Adobe Reader.
(e) System problems of IRIS Due to system problems of IRIS, the address/undivided shares/lot information cannot be retrieved at the moment. Please view up-to-date position postings at the IRIS website (www.iris.gov.hk) and try again after resumption of IRIS. For any enquiries on IRIS, please either call our Customer Service Hotline (Tel. No. 3105 0000) or send email to csa@landreg.gov.hk.
 
Q2: What are the service hours for using the address/undivided shares/lot auto-fill function of the e-Memorial Form?
A: The service hours are the same as the operation hours of the IRIS Online Services, i.e., from 07:30 to 03:30 (next day). An error message will be prompted if the relevant button is clicked beyond the service hours.

A: To use the auto-fill function, your workstation should be able to connect to IRIS. The information to be provided is for reference only and should not be regarded as a substitute for a land search. The results may contain cross-reference wording, such as "See Remarks" which is not part of the required address/undivided shares/lot description.

In preparing the memorial for lodgement with the Land Registry, you should ascertain the accuracy and completeness of all the information contained in the memorial by referring to appropriate sources, such as the instrument and the land register(s) concerned [including relevant remark(s)].

 
Q5: What should I enter in the Property Reference Number ("PRN") field of the e-Memorial Form for land register not yet opened?
A: For land register not yet opened, please enter "-" (i.e., a dash) in the PRN field of the e-Memorial Form.
 
Q6: How many Property Reference Numbers ("PRNs") can be retrieved through the auto-fill function?
A: The maximum number of PRNs [including "-" (i.e., a dash) for land registers not yet opened] to be retrieved is 20. If the number of PRNs entered exceeds this limit, an error message will be prompted once the "Get Address/Shares/Lot" button is clicked. If the auto-fill function is not used, you can enter any number of PRNs in the e-Memorial Form.

A: This is the security warning message prompted by Adobe Reader. To retrieve the address/undivided shares/lot information from IRIS, you should trust the connection to IRIS by selecting ¡§Allow (A)¡¨ in the message box. You may also remember your action by ticking the relevant box so that the message will not be prompted again the next time.
 
Q8: Can I use the address/undivided shares/lot auto-fill function of the e-Memorial Form when the IRIS Online Services ("IRIS") is suspended?
A: No. The address/undivided shares/lot information cannot be retrieved when IRIS is suspended. You may view up-to-date position postings of IRIS at the IRIS website (www.iris.gov.hk) and try again after resumption of IRIS. For any enquiries on IRIS, please either call our Customer Service Hotline (Tel. No. 3105 0000) or send email to csa@landreg.gov.hk.
 
Q9: When I clicked the "Get Address/Shares/Lot" button, a message is prompted to inform me that the address/undivided shares/lot information retrieved from the IRIS Online Services ("IRIS") are only updated to a previous date. Why and what should I do?
A:

Due to serious system problem in IRIS in rare cases, the information cannot be updated to the latest version. Hence the property information retrieved from IRIS is only updated to a previous date as specified in the message. To obtain information up to the date of retrieval, you may use the auto-fill function again after resumption of IRIS.

Please be reminded that under any circumstance, the address/undivided shares/lot information auto-filled by the e-Memorial Form program is for reference only and should not be regarded as a substitute for a land search. In preparing the memorial for lodgement with the Land Registry, you should ascertain the accuracy and completeness of all the information contained in the memorial by referring to appropriate sources, such as the instrument and the land register(s) concerned [including the relevant remark(s)].

 
Q10: A message "Land register for the inputted PRN xxxxxxxx not found" is auto-filled in the e-Memorial Form. Why and what should I do?
A: The message will be auto-filled in the address/undivided shares/lot number fields of the e-Memorial Form if the PRN inputted cannot be retrieved from IRIS Online Services. Under such circumstance, you are advised to check and input the required PRN again.
 
Q11: A message "Undivided shares for PRN xxxxxxxx cannot be retrieved by the function. Please check appropriate sources." is auto-filled in the e-Memorial Form. Why and what should I do?
A: The message will be auto-filled in the undivided shares field of the e-Memorial Form if the undivided shares (of subdivision registers only) of the PRN inputted cannot be retrieved from IRIS. You should ascertain the accuracy and completeness of the information by referring to appropriate sources, such as the instrument and the land register(s) concerned [including the relevant remark(s)] in preparing the memorial.
 
Q12: A message "Please check the lot number(s) in the remarks of the land register(s) (PRN xxxxxxxx)" is auto-filled in the e-Memorial Form. Why and what should I do?
A: Due to technical constraint, some lot numbers cannot be displayed in the lot number field of the land register(s) concerned, hence they cannot be retrieved from IRIS and auto-filled in the lot number field of the e-Memorial Form. For these exceptional cases, you should check the lot number(s) in the remarks of the land register(s) concerned and enter the same in the lot number field of the e-Memorial Form.
 
Q13: Do I need to open the webpage of the IRIS Online Services ("IRIS") while I am using the address/undivided shares/lot auto-fill function of the e-Memorial Form?
A: So far as your workstation is connecting to the Internet, it is not necessary for you to open the IRIS webpage while using the auto-fill function of the e-Memorial Form.
 




Data Import Function

Q1: The memorial data in my Excel file cannot be imported to the e-Memorial Form (Data Import). Why and what should I do?
A:

It may be caused by the following problem(s). Please check and fix the problem(s) before importing of data again. If problem(s) persist(s), please close both the e-Memorial Form (Data Import) and Excel programs and try again.

Please also ensure that the workstation requirements as specified in Q2 under "General" have been complied with before using the e-Memorial Form (Data Import).

  Error Message Solution
(a) There is no worksheet named "Sheet1" in the Excel file. Set the name of the worksheet containing data to be imported as "Sheet1" and try again.
(b) The required column heading name(s) (e.g., "Solicitors_Code") cannot be found in Row 1 at Sheet1 of the Excel file, or the name(s) do/does not match with the template at Sheet1 of the Land Registry Excel file ("LR File"). Check and ensure that Row 1 of Sheet1 contains each and every column heading name as specified in the provided template. Please refer to Sheet2 of the LR file here [for lodging solicitors] or [for government departments] for a complete list of column heading names.
(c) The required control data cannot be found in the control row (Row 2) at Sheet1 of the Excel file, or the data do not match with the template provided in the LR File. Check and ensure that Row 2 of Sheet1 contain all the control data as specified in the provided template. Please refer to Sheet3 of the LR file here[for lodging solicitors] or [for government departments] for a complete list of control data.
(d) Data in the data row(s) (starting from Row 3) for specific column heading(s) (e.g., "Registration_Fee") are in invalid/incorrect data format.

Check and ensure that the data in the data row(s) are in valid/correct data format. Please refer to Sheet2 of the LR file here [for lodging solicitors] or [for government departments] for a list of points-to-note on data format.

You may also use the "Check Data Format" function in the template at Sheet1 of LR file to find out the source of the problem(s).

(e) The Excel file to be imported is open or in use. Close the Excel file and try data import again.
(f) You have not yet added the e-Memorial Form (Data Import) to the trusted list of Adobe Reader. Please follow the procedure here to add the e-Memorial Form (Data Import) to the trusted list of Adobe Reader and try data import again.
(g) Microsoft Office 2007 or above or the Microsoft Access Database Engine has not yet been installed on your workstation.

Install Microsoft Office 2007 or above or the Microsoft Access Database Engine (applicable to workstations installed with Microsoft Office 2003) to your workstation before importing of data from the Excel file.

Q3: How many rows/columns of memorial data can be contained in Sheet1 of the Excel file? Can I re-arrange the order of the column headings in Row 1 for my own purpose?
A: You can enter any number of data rows/columns so far as Rows 1 and 2 contain all the pre-defined column heading names and control data. You can re-arrange the order of the column headings in Row 1 (together with the corresponding control data in Row 2) to meet your own needs. You can also freely add or insert new column(s)/column heading(s) to Row 1 for your own purpose (e.g., file reference), but the data therein will not be imported to the e-Memorial Form (Data Import).
 
Q4: How many data rows can be imported to the e-Memorial Form (Data Import) at a time? Can I save all the memorial forms generated by the program under one single file?
A: A maximum of 200 data rows can be imported to the e-Memorial Form (Data Import) program at a time (e.g., row no. 3 to 202, row no. 101 to 300 etc.). Each row of memorial data imported will produce one respective memorial form. You can save up to 200 memorial forms under one single file.
 
Q5: How many memorial forms can be processed/previewed /printed at a time?
A: The memorial forms produced from the memorial data imported will be assigned in a maximum of 4 ranges, each containing not more than 50 memorial forms. You may process/preview/print a maximum of 50 memorial forms of the same range at a time.
 
Q6: How many Property Reference Number ("PRN") can be entered in each data row of the Excel file and the e-Memorial Form (Data Import)?
A: You can enter up to 5 and 10 PRNs in each data row of the Excel file and the e-Memorial Form (Data Import) respectively.
 
Q7: How many numbers of parties¡¦ details can be entered in each data row of the Excel file and the e-Memorial Form (Data Import)?
A: You can enter up to 6 and 10 numbers of parties¡¦ details in each data row of the Excel file and the e-Memorial Form (Data Import) respectively.
 
Q8: Can I open and use the e-Memorial Form (Data Import) and the source Excel file at the same time?
A: To ensure successful import of memorial data, you should save and close the Excel file before data import.
 
Q9: What can I do if I do not want to preview or print a particular memorial form?
A: You may tick the "Skip Printing" box on the respective memorial form to skip previewing or printing a particular memorial form.
 
Q10: How to show the unique serial number on the supplementary sheet(s) of the memorial form(s)?
A: By ticking the "Show the unique serial no. of individual form(s) on supplementary sheet(s)" box on the control page of the e-Memorial Form (Data Import), the unique serial number will be shown on all supplementary sheets of the selected memorial form(s).
 
Q11: How to enable and use the "Check Data Format" function (the button displayed in pink) provided in the template at Sheet 1 of the Land Registry Excel file (¡§LR file¡¨)?
A:

To use the "Check Data Format" function in the provided template, the "Macro" function of Excel must be activated beforehand.

For Excel 2003 version
Set the Macro security to "Medium" and select "Enable macro" in the "Security Warning" dialogue box upon opening the LR File.

For Excel 2007 or 2010 versions
Select "Disable all macros with notification" under "Office button > Excel Options > Trust Center > Trust Center Settings > Macro Settings", then select the relevant option at the "Security Warning Message" bar upon opening the LR file.

You may use the "Check Data Format" function to check whether the memorial data entered in specific cells of column headings (e.g., "Solicitors Code", "Registration Fee") are in correct data format. Upon clicking the "Check Data Format" button in the template, the macro program of Excel will check the cells one after another. In case irregularity is found in one cell, the system will prompt error message and stop at that cell for your amendment. To continue the checking of remaining cells, you need to click the button again. A message "Checking Completed" will be prompted when the checking process has been completed.

 
Q12: Why should I install the Microsoft Access Database Engine for using the e-Memorial Form (Data Import)?
A: If your workstation is installed with Microsoft Office 2003, you are required to install the Microsoft Access Database Engine so as to facilitate the transfer of data between the Excel file and the e-Memorial Form (Data Import).
