The e-Alert Service for Authorized Institutions (AIs) facilitates AIs under the Banking Ordinance (Cap. 155) to manage the credit risk associated with mortgage lending more effectively.

Since the rollout of the e-Channel (Phase 2) on 20 July 2020, the usage of this online platform for submission of service applications has been on the rise. As of January 2021, 90% of the subscription of service orders were submitted via the e-Channel website (www.ealert-ai.landreg.gov.hk). To bring greater convenience and flexibility to AIs in using the service, the Land Registry (LR) has launched full implementation of the e-Channel on 1 February 2021. Subscriber AIs can then submit all their service applications online.

Full implementation of the e-Channel service has not only enhanced the operation efficiency of both the AIs and the LR but has also enabled paperless submission and handling of all service applications.

Expiry of the 2009 Version of E-Memorial Form

The 2009 version of the e-Memorial Form released on 2 July 2009 expired on 1 January 2021. Lodging parties should no longer use a memorial produced by the 2009 version for delivery of instruments to the LR for registration.

The 2012 version of the e-Memorial Form released on 19 January 2012 will continue to be accepted by the LR for the time being.

However, users are strongly encouraged to download the latest version of the e-Memorial Form released on 26 March 2018 from the LR website for preparation of memorials to enjoy greater convenience (e.g. the property particulars (i.e. address, lot information and undivided shares, if applicable) of up to 100 Property Reference Numbers can be retrieved from the Integrated Registration Information System (IRIS) Online Services and auto-filled in the e-Memorial Form, enhanced default Chinese font type option "預設" to support the proper display of more Chinese characters).

If users are not sure which version of the e-Memorial Form they are using, they can simply check it out by selecting the "File" → "Properties" → "Description" options at the menu bar on the top of the e-Memorial Form as shown below:

  • after opening the e-Memorial Form, click "File" at the top left corner of the screen and then select "Properties" from the menu; and
  • Expiry of the 2009 Version of E-Memorial Form_Image 1
  • the version information of the e-Memorial Form can be found in the field "Subject" in the pop-up message box (e.g. "Version Released in March 2018").

In line with the Government’s measures to reduce the risk of the spread of COVID-19 in the community, the LR implemented several rounds of special work arrangement in 2020/2021. Given that the public services were provided on a limited scale under the special work arrangement, the performance of some services could not meet the targets pledged.

Our latest editions of Street Index (SI) and the New Territories Lot / Address Cross Reference Table (CRT) released for sale on 30 April 2021 are useful tools to help you correlate property addresses, building names or lot numbers for conducting land searches.

In the new edition of the SI, 368 amendments with 9 new streets and 29 new lots/ sections/ subsections have been added. For the new edition of the CRT, 1,035 amendments have been made and 19 new streets and 690 new lots/ sections/ subsections have been added.

The price of the SI and CRT on compact disc is HK$370 each. The respective licence fees are HK$2,960 for a computer network linked to less than 50 terminals and HK$5,920 if linked to 50 terminals or more. You can obtain the order forms here.

The SI and CRT are also available online on the LR website for browsing. Both publications are also accessible on the IRIS website through a hyperlink.

Online Application for Inspection of Original Land Grant Documents and Deposited Plans

For members of the public who wish to inspect original land grant documents or plans deposited in the LR under various Ordinances, currently they have to reserve a time slot for the inspection services by phone or in person at our service counters during the office hours.

As a service enhancement, an e-booking system offering efficient online service to members of the public was launched in June 2021.

The e-booking system enables our customers to make an appointment for a preferred time slot between 07:30 to 03:30 daily over the Internet. Functions for making enquiry, rescheduling or cancellation of reservation made are also available at their fingertips. In addition, a reminder email about the appointment will be issued to the customer concerned two days before the appointment day.

The e-booking system will not only benefit our customers from saving time and effort for making enquiries on the time slots available and submitting an application for the inspection services but they can also enjoy the convenience of extended service hours online. The e-booking system is accessible via a hyperlink (https://ebooking.landreg.gov.hk) in the LR website.

Title Registration

Having obtained support from the key stakeholders, we continue to pursue the proposal of implementing title registration system on newly granted land first (the “new land first” proposal). On verification of applications under the Land Titles Ordinance (LTO), a meeting with the representatives of the Law Society of Hong Kong was held in April 2021 to discuss and exchange views on the proposed verification requirements.

We will continue to engage the key stakeholders with a view to resolving the outstanding issues for implementing the “new land first” proposal and finalising the proposed amendments to the LTO.
