Transforming Hong Kong’s Land Registration System
Since the passage of the Registration of Titles and Land (Miscellaneous Amendments) Bill 2025 on 25 September 2025, the Land Registry (LR) has embarked on the preparatory works for the implementation of title registration system on new land.
Stakeholders’ Consultation
We are consulting the Land Titles Ordinance Steering Committee and stakeholders on the key proposals in the new subsidiary legislation. We are also working closely with the Property Committee of the Law Society of Hong Kong on the future registration workflow and application forms to be adopted under the new system.
Subsidiary Legislation
We are working with the Law Draftsman on the drafting of new subsidiary legislation to be made under the amended Land Titles Ordinance as well as legislative amendments to existing subsidiary legislation under the Land Registration Ordinance. We target to table the subsidiary legislation at the Legislative Council (LegCo) for negative vetting by the end of this year.
Other Preparatory Works
We are developing a new IT system for the new registration system. Planning of publicity and educational activities for the general public and industry practitioners is underway. In particular, the training requirements of industry practitioners were collected through sector-specified questionnaires between December 2025 and February 2026. Members of the Title Registration Education Committee were informed of the survey results and the proposed plan of educational activities at the meeting of 4 May 2026.

In parallel, to prepare for converting existing land from deeds registration system to title registration system progressively, we have kick-started a screening exercise to assess the scope and types of problems in the existing 3 million land registers. Our plan is to consult the LegCo Panel on Development on the subsidiary legislation and share the findings on the screening exercise and our preliminary views on the conversion proposals in July 2026.
