This period is marked by a strong recovery of the property market until the onset of the fifth wave of the COVID-19 epidemic from January 2022 which has resulted in weakening market sentiments as well as an unprecedentedly challenging epidemic situation in Hong Kong. Despite the market volatility, the Land Registry Trading Fund achieved a financial return on fixed assets of 22.5% in 2021/22.

The Land Titles Ordinance (Cap. 585) was passed in 2004 to implement a title registration system (TRS) to provide greater certainty of title to land and simplify conveyancing procedures. Key stakeholders have expressed support for the proposal to implement the TRS on newly granted land first.
