Land Titles Ordinance

We are continuing with the review of the Land Titles Ordinance (LTO) and discussion with our major stakeholders. In response to their feedback and concerns, we have devised an alternative proposal regarding the conversion, rectification and indemnity arrangements. The LTO Steering Committee met in May 2011 to consider the proposal and the initial response was positive. We have also reported the progress to the Joint Subcommittee on Amendments to LTO of the Legislative Council. We will continue to engage the stakeholders and explore further the feasibility of the proposal.

IRIS Enhancements

As an on-going commitment to improve our services to customers, we launched a number of customer-friendly enhancements to IRIS in the first half of 2011. These enhancements include simplifying the input screen for search of land register by address, providing suggestion lists for input of street names and development / building names (see Figure 1) and lengthening the enquiry period of order details up to the last 62 days.

We also enhanced the subscriber enquiry functions. Customers can now enquire transactions by specifying a date range. Additional information, e.g. Payment Transaction Number and Property Reference Number / Address / Lot of land register orders, is also shown in the subscriber statements (see Figure 2). All these enhancements have received good customer feedback.

E-Memorial Form

The e-Memorial Form has been receiving overwhelming supportive response from legal practitioners since its launch in 2009. At present, it accounts for about half of the memorials delivered with the instruments to the Land Registry for registration. With a view to continuously raising user appeal, we are developing new functions to meet customer feedback and requirements.

The further enhanced e-Memorial Form will have two customised versions to meet specific needs. One version will provide an auto fill-up function. By simply keying in a Property Reference Number, users can retrieve the corresponding property address from the IRIS database for completing the Form. The other version is particularly tailor-made for users who need to handle a series of transactions or a property project. They will be able to transcribe all memorial particulars of the instruments concerned from an Excel file to prepare multiple Forms in one go by just one click at their fingertips. The new features have been previewed by users with encouraging feedback received. Preparation is now in full swing and the further enhanced e-Memorial Form is scheduled for release in early 2012.
