MESSAGE FROM
THE LAND REGISTRAR

In the financial year of 2025/26, our revenue and profit (including interest income) registered an increase of 11.1% to $443.7 million and 580.8% to $71.4 million respectively. It was mainly attributable to higher revenue from registration of documents driven by the increase in instruments lodged and further supported by fee revisions of several registration services in July 2025. Consequently, the LRTF recorded a positive overall financial return on fixed assets of 3.7% in 2025/26, a significant increase from -12.3% in 2024/25. Concurrently, we continued to reinforce cost discipline through efficiency initiatives and streamlined workflows.

MOVING TOWARDS
TITLE REGISTRATION

The Registration of Titles and Land (Miscellaneous Amendments) Bill 2025, which proposes amendments to the Land Titles Ordinance enacted in 2004 to implement title registration on new land first, was passed in September 2025. The passage of the Bill is our fruit of continuous engagement of key stakeholders and represents a major step forward in modernising Hong Kong’s land registration system. The new system is expected to be launched in the first half of 2027.
