MESSAGE FROM THE LAND REGISTRAR

Amid a dynamic business environment of uncertainties, we experienced challenges in meeting our business targets throughout the financial year due to market conditions. In 2024/25, our revenue and profit (including interest income) were $399.4 million and $10.5 million respectively. Though the Land Registry Trading Fund (LRTF) could not reach the target rate of return on fixed assets of 6% set by the Government, we responded swiftly to tightening control over our operating expenses by reviewing resource allocation and re-prioritising key areas.

MOVING TOWARDS
TITLE REGISTRATION

After extensive consultations with key stakeholders, the Registration of Titles and Land (Miscellaneous Amendments) Bill 2025 was finalised and introduced to the Legislative Council in March 2025. This represents a significant milestone in reforming Hong Kong’s land registration system and marks an important step toward adopting the Title Registration System (TRS) for new land. Our goal is to implement the TRS on new land in the first half of 2027.
