Staffing
 
To provide the best service possible to the people of Hong Kong, our policy is to keep its manpower resources flexible. This flexibility comes from the ability of the Land Registry to employ civil servants as well as non-civil service contract (NCSC) staff. Civil servants form the core staff of the Registry to ensure stability in the organization and quality of service to customers. NCSC staff are employed to supplement the core staff thus enabling the Registry to use its staff resources to respond to changes in operational or business needs in the most cost-effective manner. As at 31 March 2006, the Land Registry employed 460 permanent staff and 106 NCSC staff. The Registry reviews its staffing position and adjusts the number of NCSC staff regularly to meet operational needs.
