Ethical training and internal standards
 
Maintaining a clean, honest and accountable Civil Service is vital to the maintenance of public trust. Honesty and integrity are core values embedded in the Registry's Vision, Mission and Values. In support of the Civil Service Integrity Entrenchment Programme launched by the Civil Service Bureau and the Independent Commission Against Corruption, the Land Registry adopted "Upholding Integrity, Striving for Service Excellence" as the Annual Staff Development Training Theme for Officer Grades and Other Grades staff this year.

 

The workshops aimed at helping our staff to promote integrity management and probity of practices in the department, internalize and reinforce the ethical standards of the Registry and exploring the roles and responsibilities of our staff at different working levels in upholding ethics at work. The Land Registrar or the Registry Manager spoke at the opening of each session to provide full support for the event and to emphasize the importance of the theme.

 

To consolidate on the training, ICAC talks, focusing on anti-corruption law, were arranged starting from January 2005. This aligns with the department's objective in that all staff members should observe the highest ethical standards to customers, partners and colleagues.

 
As a follow-up, a review of integrity management in the Registry is being carried out. The objectives of the review are:

  • to ensure that every staff member understands the standards of conduct expected of them;
 
  • to ensure that every staff member has access to clear, practical guidance as to how Civil Service and departmental regulations and instructions apply to them in their daily work;
 
  • to ensure that lines of accountability and access to advice are straightforward; and
 
  • to ensure that the management of ethical conduct is effectively maintained and best use made of departmental information and management systems to give support to both front line officers and supervisors.
 
All prevailing rules, guidelines and instructions will be reviewed to ascertain their adequacy and clarity in present-day circumstances. We will invite the Prevention Team of ICAC to conduct Assignment Studies to review the working procedures and office practices under IRIS and to suggest improvements.
